Computer Help Needed

anyone on here any good with computer stuff? i'm ok, but not good enough to figure this one out. i sent my dad a webcam to look at. it is a streaming webcam. here is the link.........

all he gets when he clicks on it is a red x. same goes for any other streaming type applications. we made sure that his Java was updated, and according to the Java site, it is working properly. this is the java site where we tested it, and it says it is working for him.........

any ideas what else may be causing him to not be able to view them?
