If they had enough critical care physicians and nurses to be with the patients on ventilators, they could use a very small amount of sedating meds. The problem is that the care for a patient on a ventilator needs a 24/7 care and the staff has to be highly educated to do that. In many hospitals they just do not have enough stuff to do that, not mentioning what happens if the number of severely ill patients rises as quickly as it has in the corona crisis.
