Advice needed to dissolve ativan properly for titration please?

Hello, I have been reading that you can't dissolve ativan in water. I have already added four tabs in a glass of water and it is not mixing well. It dissolved right away but it settles to the bottom. Is there anyway to make this evenly mixed into liquid? I wanted to make the four pills into six doses to avoid withdrawals between doses. Then I want to slowly reduce the daily amount and keep taking six doses a day by mixing them in water and dividing into one ounce portions. Thanks.
