Either. Because monsoons hit W. Africa and Asia-Australia. And typhoons hit mainly the most westerns of places such as Hawaii and other tropical places. I live in the northeast and never had either.

The feminine side of me assures me that a white apron worn over the backside of a black dress would always look like a diaper, whereas a rip down the backside of a black dress would, in and of itself, PROVIDE a public function...!
