Dissolving Valium tablets

I'm presently making batches of 10mg V, 20ml Vodika and 80ml water for my wife's LMT.

 

Question is, would it be best to let the pills totally dissolve first in the 20ml of Vodika, then add the water? Or does it make no difference one way or the other.

I would let the tablets dissolve in the vodka.

 

Why are doing a ratio of a 1mg=8ml.  There's nothing really wrong with that, it just makes the math more difficult.

 

1mg=10ml is much easier.
